Alexis Robles has slept a mere three hours a night since Hurricane Fiona hit Puerto Rico on 18 September, causing a total blackout across the Caribbean island. Robles, 52, a systems analyst in the seaside town of Cabo Rojo in south-west Puerto Rico, has been living without power for 25 days. At night, the temperature barely dips below 80F, and Robles wakes up after an hour or two covered in sweat. The days are marked by high temperatures and rain, and without a fan or air conditioning the mosquitoes are unbearable. Robles lives in an 80-apartment condominium complex with a backup generator that produces only enough electricity to power the water pump and light the communal areas after dark. When Gerald Butt arrived in Beirut in early 1983 as the BBC’s Middle East correspondent, those supposedly in the know assured him and his wife, Lynne, that the civil war was over: that the Israelis were unwinding their 1982 Lebanon invasion-occupation; that western armies were there to keep the antagonists apart and to hold Syria and its allies at bay; and that the PLO and its fighters had left town. Nothing could possibly go wrong. The Butts had been misinformed (as Gerald no doubt intuited). All those elements and more fused to reignite the civil war. Within weeks Gerald and his family were in the midst of renewed street warfare and inter-suburban shelling. In April 1983 an Islamist suicide bomber blew up the US embassy in Beirut, killing 63 people; six months later another jihadist killed 241 American servicemen at the US Marines’ base on the southern shores of Beirut, and 58 French servicemen died when their barracks in the city were similarly bombed. The Bank of England has insisted it is ending its emergency bond-buying programme on Friday as planned, countering claims it was considering an extension, and expects pension funds to raise extra cash in time protect against future shocks. A £65bn intervention by the Bank has failed to quell turmoil on the bond markets, with the value at which government debt trades continuing to fall. However, in a statement released on Wednesday morning, after a scheduled update on monetary policy, officials said: “As the bank has made clear from the outset, its temporary and targeted purchase of gilts will end on 14 October. China’s top leaders reaffirmed President Xi Jinping’s status as the core of the Communist Party, as they wrapped a final huddle before a key congress expected to hand him a landmark third term. The Central Committee praised the “unusual and extraordinary” accomplishments made under Xi over the past five years, despite a complex international environment and domestic challenges, in a communique issued Wednesday, the official Xinhua News Agency reported. Xi’s core status within the party “reflects the common aspiration of the whole party, the whole army and the whole nation, and is of decisive significance to the endeavors of the party and the country,” the report said. That endorsement of Xi, and emphasis of his position at the party’s core, sets the stage for the Chinese leader to shatter transition norms by staying in office beyond the party’s de facto retirement age of 68 and standard two-term limit at the congress beginning Sunday in Beijing. Tigrayan rebel forces have killed dozens of civilians during their latest occupation of a town in the Amhara region, survivors claim, after fighting resumed last month in the northern area of Ethiopia. The alleged killings took place in the town of Kobo, located along the highway to the capital, Addis Ababa. Between 13-15 September, Tigray People’s Liberation Front (TPLF) fighters shot dead unarmed civilians they suspected of supporting federal forces and local militias, survivors have told the Guardian. In one district of Kobo alone, witnesses counted 17 bodies of people killed over two days.
